Leyte Geothermal Power Plants Explained: How Much Power Tongonan and Unified Leyte Make, Who Gets It, and Why Bills Are Still High

Leyte's geothermal plants in Ormoc and Kananga have about 701 MW installed, against an island peak demand of about 294 MW. But BILECO and LEYECO IV buy most of their power from coal plants and the spot market, not from Tongonan. Here's what the plants are, what they actually produce, where the power goes, and why bills in Leyte and Biliran are still among the highest in the country.

Is There a Government Solar Subsidy in the Philippines? What NEA, DOE and Your LGU Actually Offer in Leyte and Biliran (2026)

If your house is already connected to BILECO or LEYECO, no government program pays part of a rooftop solar system as of October 2026. Free or subsidised solar goes to off-grid households, through small solar home systems that the co-op installs and owns (LEYECO V has 1,000 of them; BILECO has none on the DOE list). What grid homes do get: cheap Pag-IBIG and GSIS loans, a possible VAT rebate, lighter paperwork for zero-export systems, and net metering. Here's who qualifies for what in Leyte and Biliran.

Two electricity discounts are written into Philippine law. The lifeline rate gives qualified 4Ps and low-income households a 100% discount on most bill charges if they use 50 kWh or less a month, and since 2026 most 4Ps homes are enrolled automatically. The senior citizen discount takes 5% off main charges for a senior whose meter is in their own name, in months when the household uses 100 kWh or less. Here are the rules, the papers to bring to BILECO or your LEYECO co-op, and worked examples at September 2026 rates.

Do You Pay Tax on Solar Panels in the Philippines? VAT, Real Property Tax and What RA 9513 Really Gives Homeowners

Yes, you usually pay 12% VAT when you buy solar panels from a VAT-registered seller. A 2022 BIR regulation says a buyer who isn't VAT-registered can claim that VAT back as a credit against the same year's income tax. Your town or province may also put the system on a tax declaration for real property tax. The big RA 9513 incentives (tax holidays, 0% VAT, special realty rates) are for DOE-registered RE developers, not ordinary homeowners. Here are the laws, a worked example and who to ask in Biliran and Leyte.
